The Sino-Singapore Tianjin Eco-City, which started construction on September 28, 2008, is a strategic cooperation project between the governments of China and Singapore, and it is also the world's first eco-city developed by cooperation between countries. The eco-city is located in Tianjin Binhai New Area. The development purpose is to learn from Singapore's advanced experience in urban planning and ecological construction, and build a sustainable ecological city. Lian Cancan said that the Sino-Singapore Tianjin Eco-City currently has 12 communities covering more than 100,000 people. Science and technology, health, and cultural tourism are the three major industries in the region. Projects such as the National Maritime Museum, China-Singapore Friendship Library and Security Experience Hall, which have settled in the Eco-City, have now become Tianjin's city business cards.

According to reports, the latest construction idea of the eco-city is through the "1 + 3 + N" smart city construction implementation plan, through the establishment of three platforms: facility IoT, data aggregation, and user authentication, to interconnect things, events, and people. Interoperability and N smart applications covering smart construction, smart environment, smart governance, smart economy and smart people ’s livelihood. Under the "1 + 3 + N" framework plan, Sino-Singapore Tianjin Eco-City plans to build a pilot model of a national smart city by 2020.
